src/find_interaction_cluster/config.py: get_community -> get_communities_basefile and creation of a new get_community function

modification of get_community_file function to be able to chose the subfolder in which we want to create file

move get_community from src/find_interaction_cluster/community_finder.py to src/find_interaction_cluster/config.py

src/find_interaction_cluster/config.py: creation of three new variables get_hip_folder, get_hipmcl_prog and hip_zip

src/find_interaction_cluster/config.py: add  new variables community_folder and cpu + modification of get_community_file for it to use community_folder variable
