verify that a sequence is of DNA "letters"

We must write a small function in app/Http/Controllers/lib/Seq.php that takes a sequence and verifies that it is set and in correct format for a DNA sequence.

This will be used to avoid storing passing erroneous sequences or passing unexpected ones to PlasMapper etc...
